On October 10, 2008, Concerned Democrats began an advocacy campaign related to concerns that the adoption of optical scanners in 20 Ohio counties would lead to long lines at the polls on election day. The reason is that the scanners adopted for use in Cuyahoga, Summit and Warren counties, as well as in other counties using M100 scanners leased or purchased from ES&S of Omaha, don't permit the use of the felt-tip pens designed for quick and easy connecting of the arrows or filling of the ovals used on the ballots used in optical scanning systems. Medium point ball point pens will be used in these counties, and experience shows that these pens require considerably more time and effort for each vote. Voters have reported to us that it can take 5-10 minutes to complete the ballot fully. One voter who holds a doctoral degree stated it took her 30 minutes, because she felt compelled to carefully fill in each oval without straying outside the oval! Concerned Democrats is concerned that this will result in delays at the polls on election day, and has called for public service announcements and other efforts to encourage early voting.
